The best place to download music legally is a Russian site named http://www.allofmp3.com
Well, it's not illegal, yet.
While places like I-Tunes or Napster charge a $1.00 a song, allofmp3.com charges anywhere from $0.03 to $0.15 per song. You can download entire albums for a buck or two.
I can't really explain why it's so cheap, and neither can the site. It's like buying an overly-cheap brand new stereo from a shady guy in the back of the I-HOP parking lot. The price is great, but you're pretty sure that this transaction is somehow illegal. Even though in the back of your mind you think the whole thing is a set up or a scam, you do it anyway. You hand him the money first, waiting for him to run off with it, but he gives you the stereo. And you put it in your car, and it works great, for a third of the price you would've paid at HH Gregg.
I hate HHGregg commercials. The ones with the naïve Joe Millionaire look-a-like named Joey and the old balding piece of shit that always corrects him. Those two suck. They have the lamest jokes in the entire free world. And that stupid asshole that plays the HHGregg theme on an electric organ in the background.
So it's only a matter of time before they shut down this site.
But then again, why pay for songs when you can get them for free?

The best program for downloading is Shareaza. It's spyware free, commercial free P2P networking. Most p2p programs come with spyware attached. Or banner ads with flash games. No such thing here. And it works.
